The government work report of 2018 proposed to expand the opening-up in the fields of medical care, education, tourism and finance. Liu Wenmin, the deputy to Hainan Provincial People's Congress, suggested that Hainan should expand the preferential policy of the Boao Lecheng Pilot Medical Tourism Zone to the whole island, to promote the rapid and healthy development of Hainan's pharmaceutical industry.

　　今年的政府工作报告提出，要发展高水平开放型经济，推进区域合作。加大种业、医疗、教育、旅游、金融等重点领域的开放力度。海南省人大代表刘文民建议，将博鳌乐城医疗旅游先行区的政策扩大至全岛范围，适度放宽医药产业审批，促进海南医药产业快速健康发展。
